En Novembre 2007 l'Allemagnbe annonce avoir commandé l'Eagle IV e vehicule blindé polyvalent classe 2 (GFF 2) à la société MOWAG. Le contrat porte sur la fourniture de 198 véhicules. Malgré l'urgence le contrat ne fut n'a pas été signé immédiatement pour des raisons financieres
L' Eagle IV est construit par la filiale suisse général Systems Dynamics European Land, MOWAG, et non par un industriel allemand. En été 2008, un premier accord pour la livraison de 25 engins de commandement et de véhicules de laison a a été signé. Les véhicules ont été fabriqués par MOWAG à Kreuzlingen (Suisse), ainsi que la filiale allemande GDLS située à Kaiserslautern. En Novembre 2008, les premiers véhicules de serie sont livrés. Ils sont destinés à l' ISAF et en mai 2009, 11 Aigle IV sont envoyé via l'aéroport de Rostock-Laage aéroport à Mazar-e Sharif.
